Placement Options

Contracted residential maternity services placements provide residential care and treatment for pregnant youth in Oklahoma Department of Human Services (DHS) custody or Tribal custody, regardless of age. The youth may return to the residential maternity services placement for up to 45 days postpartum.

Children served are pregnant youth in DHS custody or Tribal custody, regardless of age, who require a supportive living environment with direction and guidance and whose needs exceed foster family care due to difficulty in sustaining relationships with parental figures.

Newborn infants whose mothers are in DHS custody and in the residential maternity services placement are placed in care with his or her mother. The length of stay does not exceed 45-calendar days, except with the approval of the Child Welfare Services Specialized Placements and Partnerships Unit.

Residential maternity services for pregnant youth include arranging prenatal, delivery, and postpartum care for the youth by a local physician or clinic.

Parent Preparation for Expectant Youth

Residential maternity services for pregnant youth include parenting skills training to enhance the youth's capability to function as a parent.

Economic and Concrete Supports

When a minor parent is determined title IV-E eligible, the cost of the minor parent's child residing in the same placement is reimbursed through title IV-E. The cost of the minor parent and child is reimbursed through one monthly payment to the foster parent.

The youth may be eligible for an emergency clothing authorization for maternity clothing after initial placement in a funded maternity residential services placement and quarterly emergency clothing authorizations when the youth is placed in a nonfunded maternity residential services placement, per 340:75-13-45.

The facility provides residential maternity services for infants in care that include the following:

  • A separate, suitable bed in a room shared with his or her mother 
  • Child care equipment, including bedding, highchairs, when needed, car seats, appropriate toys, and furniture
  • Clothing
  • All food, formula, diapers, and personal hygiene items
  • Pediatric care

Prior consultation and consent from infant's mother are required for any medical procedure.

Services and Supports for Parenting Youth That Promote Self-Sufficiency

Residential maternity services for pregnant youth include the following:

  • Group therapy, as needed, that focuses on maintenance issues and daily living skills
  • Individual treatment, as needed
  • Active teaching and development of the youth's basic living and social skills, including. at minimum, the following:
    • Personal health and hygiene
    • Maintenance of the living environment, including food preparation
    • Money management
    • Job skills readiness, acquisition, and retention
    • Community awareness and mobility, including the use of community resources
    • Socialization skills and techniques, including communication
  • Delivery of successful adulthood skills training, using an approved curriculum for teaching successful adulthood skills
  • Ensuring the youth applies for Medicaid upon his or her 18th birthday
  • Providing 24-hour on-call and onsite crisis intervention and behavior management services, as needed
