Placement Options

When placing a minor expectant mother in out-of-home care, a foster family home must meet all the general requirements that apply to all foster family homes. In addition, there shall be compliance with special regulations in terms of physical facilities when providing care to minor expectant mothers, including the following: 

  • Access to medical and hospital facilities
  • No more than two girls per room
  • Separate bed and appropriate storage facilities for each girl
  • Bathroom facilities convenient to the bedrooms

Minor expectant mothers who wish to place their children for adoption or in a foster family home shall be referred to the Department of Human Resources or to a child-placing agency.

In policy: Youth who become pregnant or have children while in foster care may utilize transitional or independent living as a placement resource when all other requirements for participation in independent living are met. The service planning team shall review and approve all proposed placements for appropriateness.

Health Services

In terms of personal care, the foster parent(s) shall participate in or assist with medical appointments.

Parent Preparation for Expectant Youth

In terms of personal care, the foster parent(s) shall make available informal education, including, but not limited to, prenatal care, parenting, homemaking, and first aid.

Education and Services to Support Parenting Youth

The issues to be addressed in the placement plan include training in parenting skills.

Economic and Concrete Supports

The issues to be addressed in the placement plan shall include assisting the youth to access available resources to obtain day care, medical care, child support, and other financial assistance.

Services and Supports for Parenting Youth That Promote Self-Sufficiency

The issues to be addressed in the placement plan shall include scheduling education, job training, and/or work to allow the youth to safely and adequately meet the child's needs.

Foster Care Prevention Strategy for any Child Born to the Youth

The issues to be addressed in the placement plan shall include the youth's ability to provide a safe, stable living situation for the child.
