Child and Family Services Plan and Final Report Resources

The Child and Family Services Plan (CFSP) is a strategic plan that sets forth a State’s or Tribe’s vision and goals to strengthen its child welfare system. It outlines initiatives and activities that the State or Tribe will carry out over the next 5 years to administer and integrate programs and services to promote the safety, permanency, and well-being of children and families. Over the previous three CFSP submissions, CB has integrated the CFSP and Annual Progress and Services Report (APSR) processes with the Child and Family Services Review (CFSR), which provides oversight of States’ compliance with requirements in titles IV-B and IV-E of the Social Security Act.

Children’s Bureau (CB) Program Instruction ACYF-CB-PI-24-02 provides guidance to assist states, territories, and insular areas (hereafter “states,” unless otherwise noted) in completing and submitting (1) the Final Report for the 2020-2024 Child and Family Services Plan (which includes the CAPTA State Annual Update), (2) the 2025-2029 CFSP, and (3) the CFS-101, Parts I, II, and III.
