This guidebook presents the SAFERR (Screening and Assessment for Family Engagement , Retention, and Recovery) model for helping staff of public and private agencies to families affected by substance use disorders. SAFERR was developed in response to frequent requests from managers of child welfare agencies for a "tool" that caseworkers could use to screen parents for potential substance use disorders in order to make decisions about children's safety. While studies have found that motivational interviewing increases engagement and retention among people with substance abuse disorders, this study did not find the same effect among coerced populations, particularly women referred for treatment by child welfare due to prenatal drug use.

Examines the use of recovery coaches in promoting progress and success for drug-involved parents of children involved in the child welfare system. The strategy emphasizes continual and aggressive outreach efforts to engage and retain parents in treatment and other services needed for recovery.

Describes the activities and outcomes of a program for families and children at risk of being abandoned, primarily those with prenatal exposure to controlled substances or testing positive for HIV. Among the program's research results, motivational interviewing was not found to be more effective in increasing treatment engagement of clients.
