COA promotes best-practice standards, quality services for children, youth and families, and advocates for the value of accreditation.

The Joint Council on International Children's Services is an affiliation of licensed, nonprofit international adoption agencies. JCICS membership includes parent groups, advocacy organizations, and individuals who have an interest in inter-country adoption.
