Resources for Keeping Foster Care Temporary

The Children's Bureau Training and Technical Assistance Network (T&TA Network) assists States and Tribes and other publicly administered or publicly supported child welfare agencies, as well as family and juvenile courts, to ensure the safety, permanency, and well-being of children and families by providing training, technical assistance, research, and consultation on the full array of Federal requirements administered by the Children's Bureau. During National Foster Care Month and throughout the year, the Children's Bureau, T&TA Network, and other Children's Bureau-funded projects work to support the national effort of Keeping Foster Care Temporary.

National Resource Center for Family-Centered Practice and Permanency Planning (2008)
This paper from the National Resource Center for Family-Centered Practice and Permanency Planning provides a summary of State efforts to comply with the Child and Family Services Improvement Act of 2006. Under the law, States were required to develop plans by June 20, 2008, that would ensure that at least 90 percent of children in foster care are visited by their caseworkers on a monthly basis and that the majority of those visits take place in the child's residence.

This project provides expertise to States and constituents, facilitates networking to advance promising practices and reforms, and provides technical assistance and training to respond to the ever-growing demands for legal support and guidance.

Maintaining Connections
Family Connections Project, Adoptions Unlimited, Inc. & Adoption Learning Partners
Provides a training course to help child welfare professionals recognize how older youth in care benefit from maintaining connections with birth families. This curriculum, funded by a cooperative agreement with the Children's Bureau, is also designed to facilitate adoptions in which older foster youth can maintain birth family contacts.

This publication summarizes State laws and statutes regarding placement of children with relatives when they are removed from their home and enter foster care. In order for States to receive Federal payments for foster care and adoption assistance, Federal law requires that they "consider giving preference to an adult relative over a nonrelated caregiver when determining placement for a child, provided that the relative caregiver meets all relevant State child protection standards." Most States give preference or priority to relative placements in their statutes. This publication discusses definitions of "relative," financial support for relative placement, and adoption by relatives.

"Strong Connections" Theater Troupe

Presents a filmed version of a live theater performance in which a Chicago theater company worked with young adults who left the child welfare system through adoption, guardianship, or "aging out." The group created original material from their life experiences on the importance of family connections. Funded by a cooperative agreement with the Children's Bureau, the theater troupe has presented "Strong Connections" at several national conferences, and a DVD copy is also available.
