Michal Rhymer-Charles, a strong and influential advocate for children and for women and men who are victims of domestic violence, serves as the Executive Director of the Family Resource Center. She initiated the annual Domestic Violence Awareness March, which attracts hundreds of individuals from all segments of the community who participate to show their support for victims. Ms. Rhymer-Charles works closely with all components of the criminal justice system to support victims throughout the prosecution of their perpetrators. Her support for children who are abused and neglected is evident in her close affiliation with the Office of Intervention of the Department of Human Services: the Family Resource Center provides the critical response to children and families who have suffered abuse and need emergency shelter. Annually, Ms. Rhymer-Charles educates hundreds of parents about the prevention of child abuse and sexual molestation. She insists: "Breaking the silence surrounding child sexual abuse is critical to its prevention." As a community activist, Ms. Rhymer-Charles serves as the Vice-Chair of the Domestic Violence and Sexual Assault Council of the Virgin Islands.
