Healthy Families Florida: A Case Study for Using Evaluation Results to Guide Practice (Workshop 112)
Program evaluation proves an invaluable tool in guiding program implementation and performance. This workshop presents case studies to demonstrate how Healthy Families Florida used research and evaluation findings to guide operations, as well as to implement changes in policy and procedures. Topics covered include engagement and retention, outcomes achievement, data collection and storage, the use of a centralized data system, and quality improvement groups. The session also addresses barriers to and limitations of evaluation.
The Ounce of Prevention Fund contracted with Williams, Stern & Associates in January 1999 to evaluate the Healthy Families Florida Program, a statewide system of community-based, voluntary home visiting projects designed to enable children to grow up healthy, safe, and nurtured. The program promotes positive parenting and healthy child development, thereby preventing child abuse and other poor childhood outcomes. Healthy Families Florida offers home visiting services to families who live in geographically targeted areas and who are experiencing stressful life situations. Services begin either prenatally or at the birth of the baby and may be offered for up to five years with the intensity and duration based on the family's needs.
Williams, Stern & Associates is conducting the evaluation of the program to provide the broadest understanding of the structure, process, and outcomes of the intervention. The statewide evaluation seeks to answer several questions.
- Is the program being implemented according to the Healthy Families America model?
- Does the program make a difference in the lives of the families it serves?
- Do the program's effects persist over time?
