Child Neglect Fatalities: A Ten-Year Analysis (Workshop 105)
This workshop provides an overview on a multidisciplinary collaborative that conducted research on child neglect related deaths using data analysis, best practices research, professional surveys, and community focus groups to develop policy recommendations. The intent is also to increase participant's knowledge regarding neglect related fatalities and provide a framework for conducting analysis and developing policies.
The session outlines the four areas of analysis used by the collaborative as a basis for developing policy recommendations. The database was reanalyzed for the last ten years to extract longitudinal data. Analysis revealed the most frequent type of neglect related deaths included drowning (primarily in the home, not pools or rivers), motor vehicle accidents (primarily pedestrian), sleep related deaths, and perinatal substance abuse. Three geographic clusters were identified which accounted for 40 percent of the neglect related deaths. Analysis of the risk factors determined that a history of domestic violence, prior child abuse or neglect, poverty, and substance abuse were statistically significant.
An independent consulting firm identified the best practices effective in reducing child neglect fatality and injuries. Over 250 professionals who work in the cluster communities responded to a survey to determine their awareness of the magnitude of the problem and what they perceived to be the causes and possible solutions. There was consensus among the professionals. They were aware of the problems and believed the cause to be the lack of knowledge on the part of families and the community. Ninety-five percent ranked community and parent education as the best solution.
Five focus groups were conducted in the neighborhoods. These participants concurred with the professionals, believing that parents needed education on parenting skills and that the community needed to be made aware of the problem.
