Pennsylvania's Approach: A Strategic Approach to Developing Systems of Care on the Local Level (Workshop 104)
Pennsylvania, similar to many other states participating in a Federal Child and Family Services Review, was required to develop a Program Improvement Plan to address permanency and well-being outcome indicators related to children's mental health needs, needs and assessments, and family involvement in case planning. This workshop examines the connections between successful implementation of Systems of Care principles that result in improved assessments and provision of services for children and their families, as well as promoting better delivery of services on the local level. Its intent is to:
- Present the relevancy of the Systems of Care principles to Pennsylvania's locally administered child welfare system
- Outline the structure that is being established to support families and Systems of Care both at a local and State level and across systems
- Describe how Pennsylvania is building meaningful family involvement at all levels, illustrating with examples of successful implementation
- Cite examples of strategic approaches to meeting the challenges of systemic change
- Demonstrate how the State is using existing systems and technical assistance to build an evaluation component that is relevant across the participating county sites
One of the presenters, a family member, outlines how family/professional partnership work groups are being formed in each county. The workshop presents a template for how this practice has nurtured leadership from among families in the child welfare system to participate in System of Care implementation activities. This session also addresses how Pennsylvania identified the challenges in Systems of Care implementation together with its systemic strengths in developing a strategic approach to implementation.
The State uses an evaluator to measure progress and outcomes in those counties developing Systems of Care. Workshop discussion focuses on how the evaluation component was developed.
