Toni Oliver has been Program Manager for the Adoption Resources Program of the Child and Family Services Agency in Washington, D.C., since 1998. Ms. Oliver has a national reputation for her work with African American children in the adoption arena. Since she joined the Child and Family Services Agency, adoption finalizations have increased 64 percent to a record high of 330 finalized adoptions in fiscal year 2000. In addition to her skill in working with children and families, Ms. Oliver has been a strong advocate in securing additional funding for the agency's adoption program. Ms. Oliver serves as a Board member for the North American Council of Adoptable Children and for One Church, One Child, which is based in Atlanta, Georgia. She is an active member of the National Association of Black Social Workers and serves as Co-Chair of the association's Foster Care and Adoption Committee. Ms. Oliver also serves as a trainer and consultant to public and private agencies in approximately 30 states on adoption and foster care issues.
