The adoption assistance agreement must be fully executed prior to adoption finalization. For those children who are placed outside of Idaho through an interstate adoption, Idaho may negotiate and sign the adoption assistance agreement at the time of placement so that adoption assistance benefits, specifically Medicaid, are immediately available to the child in the new state of residence.
